Orson Welles in "Casino Royale"
"How utterly American a phenomenon is Orson Welles?" -Charles Higham, a Welles biographer Special: Orson Welles receives the American Film Institute's Life Achievement Award. In 1941, Welles produced directed, co-authored and starred in "Citizen Kane" a feat that won the precocious 26-year-old the title of Hollywood's enfant terrible. Some 40 films later, Welles remains a dominant figure in the industry. Highlighting the program are clips from some of Welles' best films, including: Citizen Kane; "The Magnificent Ambersons" (1942) "Othello" (1955) and "Fantal Chimes at Midnight" (1967) and from "The Other Side of the Wind," which is still in production. At press time, celebrities scheduled to honor Welles included: host Frank Sinatra, Charlton Heston, Ingrid Bergman, Esty Bergen (with Charlie McCarthy), Joseph Cotten, Janet Leigh and Dennis Weaver. DANNY KAYE'S LOOK-IN AT THE MET
Special: Behind the scenes at New York's Metropolitan Opera House Danny Kaye shows an audience made up mostly of schoolchildren how opera uses various elements of theater acting, dance orchestration, rhythm and especially singing. Robert Merrill and Judith Blegen are among the Met artists who help Kaye demonstrate different voice types including bass, tenor, baritone, mezzo-soprano and lyric soprano. And Beverly Sills - one of the world's first contralto sopranos - joins Danny in a comic ditty called "The Hoarse Opera". For a taste of real opera, tenor Jose Carreras, soprano Adriana Malponte and the Met company perform the melod-out "Libiamo," from Verdi's "La Traviata." James Levine conducts the Metropolitan Opera orchestra and chorus. (60 min)

Special: The Nation's tax collector - the Internal Revenue Service - is scrutinized in "IRS: A Question of Power". The critical tone of this report is set by producer Paul A. Meyer who says that the IRS's "awesome powers are abused, and that the average tax payer is generally defenseless and sometimes harassed and intimidated during an IRS audit." Still in production at press time, the program mainly uses interviews with IRS critics and officials among the areas covered: IRS assistance to people with their tax forms, audit, collection and seizure procedures, the confidentiality of tax returns, and the "possible politicization" of the agency.
